Oh yes, I think the law should be much more in favour of allowing people to have abortions - especially NI, which I... am not an expert on the very volatile political system there.
I don't really have a feel for how onerous the two doctors requirement is - my gut response is that, well, any time I want anything done at a hospital I go to my GP and get referred to a consultant; that's two doctors right? Of course I have had to spend time chasing my own tail through the NHS bureaucracy to fail to get my first choice of contraceptive - so I guess there's a lot of scope for being given the run around by insufficiently (for your personal situation) pro-choice doctors.
