Yeah, reluctantly, and only comparatively recently.
If you assume that proposing should not be gender-constrained, I'm not sure if having a special day is a good idea or not. My instinctive reaction is that the whole idea of gender-specific rules is stupid. But since many people _would_ feel uncomfortable breaking the traditional man->woman role, even if they don't think it _should_ matter, maybe having a way to "authorize" it does more good than harm, and we should have as many more such days as possible? :)
